Annoying window focus issues

Is there a way to change the way Windows handles open window focus? I'd
like to have a window open and keep it in the foreground and selected
while loading a file into an application in the background.

For example, I'd like my newsreader to stay active in the forground when
I go to a taskbar shortcut, browse to a network share, double click on
an Excel file and have that file load into the application but still
maintain the newsreader on top and selected instead of waiting the 20 -
40 seconds it takes the Excel to load the file. When I try to get the
focus back on the newreader Excel keeps popping back into the foreground
even before the file is completley loaded.

Using WinXP Pro and Office XP.

You can install Tweak UI. Once installed, go to
Start > Programs > PowerToys > TweakUI > General > Focus and
place a check next to "Prevent applications from stealing focus".
