Forcing all users through proxy

Is there a way to force all users in XP Pro to use the same Internet Connection settings. I want all of my users to go through a proxy but have found that I need to set this up for each individual user for it to work all the time. Any help would be greatly appreciated

for workgroups try IEAK

Unfortunately these users are not a member of domain. We are on an Novell network.
