Forceing win xp into VGA 50hz mode

Hi, I need to force windows xp to always run 640x480 in 50Hz as it's
outputting picture for VGA card on a TV screen.

Now I need to hit F8 as it's booting. But how can I make it permanent ?

I did try putting /BASEVIDEO into boot.ini but that did not change
anything.
I did also try to use other screen drivers but can't get one that gives
me that low resolution.

Any tips ?

Might try 60Hz; I've had success with my TV at that refresh rate. I think
50 is slower-than-TV.

Try a different video adapter?

60Hz don't work and clearly but a different adapter is not an option as
long as it works fine as long as I in the windows xp boot menu select
"vga mode".
