Force network logons using local accounts to authenticate as Guest

I am using a WIn 2000 laptop and would like to disable the
policy - "Force network logons using local accounts to
authenticate as Guest" on my laptop. However i am unable
to locate this policy.
The reason we want to disable this policy is to resolve an
issue - RegConnectRegistry function call failure,(This is
an option suggested by Microsoft pages).

There is not a policy listed for the "Force network logons using local
accounts to authenticate as Guest" in the gpedit. I have only found
references to the actual registry value that would need to be changed.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa

ForceGuest change to 0 and restart.
