Force encrypted email on a contact basis?

If it's there somewhere I sure don't see it so is there a way to force all
email sent to certain contacts to be encrypted? I can of course set all
email to be encrypted which then fails when I don't have the cert for that
user, pain in the .... I can of course select to encrypt when I send an
email to a certain user but what if I forget?

I want each email sent to a group of users to always be encrypted while
other email is not and to not have to select ti encrypt or not encrypt each
time.

Outlook has no such feature.
