Footnotes

Hi - I'm working on a document that previously included duplicated footnotes.
They were removed. However, now that I want to add a footnote, the footnote
numbering is skewed. The last footnote is #6 on page 4 - the next one
inserted on page 5 jumps to #18 and sits at the bottom of page 4 instead of
page 5. I've tried to add a section break and force the numbering to start
at seven at the bottom of the page, etc with no luck. I've also tried to
clear the formatting and replace the text again hoping to remove any "ghost"
footnotes that may be causing my problem, with no luck.
Any suggestion would be appreciated.
