Footnotes in Pleading Documents

Whenever I have a footnote over three or four lines and that is inserted into a pleading, the footnote will break and skip to the next page of the pleading. I need for the footnote to stay on the page where the footnote is. Has anyone had this problem before and if so, what did you do to correct the problem?
 
Select entire footnote, or modify style using: Format,
Paragraph, Line & Page Breaks tab -- select "Keep lines
together".
