Fonts Too Big in IE

My Default Font size in IE displays about Times New Roman
16 or 18 vice the 10 or 12 I would prefer. I am forced to
change the encoding every time a new page appears. How
can I set the proper default?
 
What happens when you change the text size with IE-View-Text Size?
