Do you mean like for a signature in a contract? E.g.

If so, then there are any number of ways. The simplest is to insert a series
of _ characters--Shift+-... between the )/0 and +/= keys.
Another way would be to use the Drawing toolbar to draw the line.
Another way would be to use a Tab leader (Format - Tabs... set the leader
desired... probably #4). Type the value you want for the Tab stop position,
and click Set - OK. Then press the Tab key.
Wow! A foreign language accented character. How did you expect us to guess
that?
Insert symbol. The character (the accent is called a tilde) will be in the
extended character set of any unicode font. In the case of the n - CTRL+~
then n or pick it from the list in insert > symbols.
