I did everything you guys told me to do about fixing my
computers slow habits. I discovered the process that was
draining my cpu usage. It was 100 percent when i hit
controlaltdelete. It's called iexpand.exe and its from
win32. What is it and can I delete it? I stopped the
process in the task manager and everything ran fast
again. The cpu usage dropped to about 5-9 percent instead
of 100. Now what should I do?

google search for iexpand comes up with this:

IExpand.trojan
IExpand.trojan. Detected as: IExpand.trojan. Aliases:
None. Characteristics:
Wild. No additional information. This threat is
detected ... see site below ...
