Folders in Start Menu won't open

I used to be able to open any folder in the Start Menu.

I used to be able to click Start ... and then, move up the menu to any item
that's a folder. Double-click it and it would open that folder in Explorer.

Or, I could right-click the item and select Open or Explore.

None of these work anymore. Why?
 
Classic Start menu:
Right button click on the "Start" button and left button click on
"Properties".
Enable the option "Enable dragging and dropping"

for New Start Menu
Right button click on the "Start" button and left button click on
"Properties".
- Customize > Advanced "Enable Dragging and dropping"

If the folder won't open, try this:

click start | run | type regsvr32 /i shell32
