Folders Explorer bar trouble

When I use Windows Explorer and activate the Folders
Explorer bar it shows up as a grey box. If I select the
Search Explorer Bar it works but then if I go back to
Folders Explorer bar it remains with the Search Explorer
bar.

No matter what options I select I cannot get the Folders
Explorer bar to show up.
 
I do not have an actual explorerbar value in there.
I do have a called "Error Dlg Details Pane Open" and
Error Dlg Displayed On Every Error" showing though.
 
Looked on another machine with win 2k on it and settings
are pertty much the same under that registry. =/
 
I tried to use this KB article to resolve my problem
but it was of no value.
There was no entry in the registry related to 'ExplorerBar'
under ..\software\microsoft\Internet Explorer\Main


Is there any other reference that might help to resolve
the problem where Windows Explorer does not display the
content of the 'All folders' panel.
All I get is a greyed out box.
