Folder view and taskbar position won't save...

Despite the fact that my folder options say to 'Remember
each folders' view settings' windows will not do it.
Even 'My Pictures' has applied the default folder
settings and will not save any new settings. As soon as
any folder is reopened the default settings are applied.
Also, this settings problem has extended to the taskbar.
Windows will not save the placement and size settings of
my quicklaunch bar when my computer is restarted.
