Folder Shortcuts keep disappearing - Outlook 2003

How can I keep the folder shortcuts from disappearing?
I had asked my company's IT and he believes this to be a "cleaning" of
not-visited-folders that is built into Microsoft.
If that is true (which I am accustomed to Microsoft wanting to cleanup my
desktop to which I *maintain* control over what is removed and isn't) then
how can I override this feature in Outlook?
It is getting a little frustrating that I have to create shortcuts
periodically - especially when I have over 60 of them (& they are all used
throughout the year -- some more so than others).
Any insight or help would be appreciated (& yes, I can answer with absolute
certainty that *I* have not removed the folder shortcuts myself).

Outlook is not closing correctly and new changes aren't written to the nav
pane config file or the profile is corrupt and outlook rebuilds it.

If they last through a few reboots then disappear, it’s a corrupt profile.
If they don't make it through a restart of outlook or a reboot, outlook
isn't closing completely.

Thanks for your explanation! Any ideas as to why/what would cause Outlook
to not close properly? I shut down my system every day and there was not an
error (or system/software hang) in the process.
Are the shortcut folders 'saved' anywhere in the Outlook sys files? Can they
be reclaimed (other than by manual-recreation)?
Is there a log-file where errors (such as Outlook not shutting down) are kept?

If you aren't getting a message that outlook needs to repair the data store,
its closing correctly. You can look in task manager's process tab a few min
after closing to see if outlook.exe is still running.

The navigation pane is saved in an XML file. It can be backed up and
replaced as needed.
