Folder security

I'm having a lil trouble with XP Pro regarding folders.
It seems (maybe it's supposed to be this way) that all
folders are read only. How can I change this? I've
tried changing the read only attribute but has not
worked. I'm the only administrator for my workstation
and can not understand why I can not make this change.
Can anyone help me?

By default most of the folders if not all are writable as far as file/folder
attributes go ...or are you talking about file permissions?
 
If you're seeing a small green box, instead of a check mark, this is normal and does not need to be changed. User that have the appropriate permissions will be able to write to these folders, users that don't, won't.
