folder security or group policy

we have few folders on our server that are used by various
users in the network......now i need to monitor the
folders n files in the server such that i know who made
changes on any files and also if anyone deletes a
file/folder, i need to know, who?. how do i setup the
folder security or group policy for this. we use windows
2000 professional on all workstations & windows 2000
server.

On my system, I am having the opposite problem. I can't seem to get it to
stop security policy logging.
