folder properties/ sharing problem

My problem is whenever I right click a folder and select either
properties or sharing/security nothing happens. I can't share folders or
view their properties. anyone know how to fix this?
 
apparently the problem lies in norton firewall 2004. I uninstalled it
and now have access to folder properties and sharing/security.
