Folder Permissions....

I need to set two folders to R/W permissions for a Guestbook.
Help says...
Change permission settings for an interactive list, survey, or document
library
1.. In Folders view, right-click the list folder , survey folder , or
document library folder , and click Properties.
2.. On the Security tab, specify permissions as follows: ...... etc, etc.
I have a Properties General Tab and NO Security Tab
I am opening the web on the Server - not locally on my HD

Some hosts don't allow it. Check with them.

Those permissions are for Windows SharePoint Team Service sites, not FP SE sites
If on a WSS site try news://msnews.microsoft.com/microsoft.public.sharepoint.windowsservices
