Folder Permissions - how would one do this?

I have a sub-folder that 3 users need "change" access to. The rest of the
company - 500 users - need "read".
I don't want to have to populate a group with 500 users.
If I use "domain users" the other 3 will end up with "read".
How can I do this?

- Give the domain users "Read" access.
