Folder Option not working

Hi - how do I permanently set the folder option for ALL PROGRAMS permantly be set to THUMBNAILS? It works fine for Explorer - but when I use another program.... I ALWAYS have to chagne the view.

After you set your view preference in Explorer, click Tools, Folder Options,
View and click the Apply to All Folders button.
