folder on desk top has read only attribute every time

I need to convert some info from one data base to another.
I just discovered when I put the data in a folder on the desktop
(of Windows Server 2003) that if I check attributes of folder,
it is read only although there is not a read only file in it.

If I try
changing it so that it isn't read only, it only lasts a few seconds.
It appears to change but if I go right back and check, it says
read only (not real dark - as if not sure). But once again, all of
the files within the folder can be written to, edited etc.

Anyone know why???

The read-only attribute for a folder is typically ignored by Windows. Every
single folder on my systems have the read-only attribute set.
