Folder Missing?

Am I supposed to have a folder: C:\WINDOWS\System32
\dllcache???

I checked and it's not there, but a site I went to to
help me get back my notepad.exe said to put something in
that folder but it's not there...
 
It's a hidden folder..go to folder options..view..check show hidden
files and folders..and uncheck hide protected system files.
