Folder and Drive properties not viewable

When I right-click a drive or a folder and go to
Properties, nothing happens. However, when I do the same
for a file, the properties window appears as it's supposed
to. Any ideas why, and what I can do to fix the problem?

Also: Right-clicking and selecting the "Sharing" tab on a
drive or folder also does nothing.
