Fn + SysRq question

Win2k gurus,

Does anyone have an idea as to why I must hit Fn+SysRq to enable the
keyboard at the win2k login screen?

Info:
Dell inspiron 2500
Win2k SP4
3 user system [it does it for everyuser]
ctrl alt delete to login

The system does not seem to have any other problems but this added step
at login seems unusual.

Nothing really to do with the operating system. You can download the manual
