Flickering Icons (Desktop, Control Panel, etc)

On occasion when I open/close a program, the icons on the desktop will
flicker; this also happens when opening Control Panel. It's like the icons
aren't "complete in color" but more of a white/bluish color. Then they'll
flicker & gradually change to the original colors. It's almost like a
hesitation in them & then they become normal in color....this will happen one
icon after another. This all happens in a matter of seconds.

Does anyone know any reason(s) for this happening?

That solved the annoyance for me as well. Thanks for posting that and thanks
to Kelly as well. What ever did we do before him?
