Actually, you want to raise the refresh rate. Right click on the destop,
left click on properties, settings, Advanced, Monitor. You will see a window
for screen refresh rate. Change to at least 75 hertz to eliminate flicker.
Higher number is better.
If only a part of your screen is flickering, check for any electromagnetic
devices (portable hard drive, power supply for speakers or the speakers
themselves) in close proximity to the monitor. Move them away from it.
