Flash player works fine for limited account, but not for administr

I've spent weeks debugging this and what I ended up finding was that a
limited account could run flash player on any browser (eg. IE7, Safari)
while an administrator account could not for any browser!

I've found a few references on other forums of the opposite problem (only
works for administrators) but not my problem.

I'm running XP Home SP3. I upgraded the PC from Win98 several years ago
if that matters.

This sounds like a bug?!? Any idea how I can get this working for
administrator accounts too?

Thanks. I'd tried most of that already (part of the "weeks of debugging")
including SubInACL but I'll look at KB923789. I am running flash 10.0.12.36
