Is anybody else being asked to upload a Flash Player security update that
fails because it seems to be empty?

Get your Flash updates from Macromedia, the authors of the program, at
http://www.flash.com/ Note that you have to update for both IE and
Firefox, using each browser for same. Once you've done that, when you
return to Windows Update, the update won't be offered to you anymore.

MS didn't write Flash so it's reasonable to conclude they shouldn't be
updating it but you know how those fingers like everyone's pie.
