Flash on

Recently reformatted my HD and reloaded windows to wipe out malware etc.
Windwos XP SP2. Now when I click on certain programs and even Win control
panel screens, they flash on the screen for a second and then disappear. I
cannot get them to load. What happened?
 
it would help if you gave details about what programs you are trying to run.
and exact steps please.
you may need to reload java.
