flash help - blending pictures

I want to have my main banner on top, as well as other pictures on my
website, to have pictures of my jewelry, some with models, however, i
would like the pictures to constantly change. Specifically, i would
like then to "blend" as they change. That is to say, as one picture
changes, it fades away and disappears as the the new picture comes up.
So, my questions are:

Can FrontPAGE 2003 support this?

Is this feature i am looking for called "flash"? i saw on its
mircosoft site that FP 2003 supports macromedia flash.

What software do i need to buy in order to do this? how expensive is
it? is it available for free on the internet?

In terms of design, is this a good idea? is it too distracting?
should i limit it to just have the top banner change? I would like to
also have a "featured items" box change next to the navigation bars,
and maybe the content area on my homepage also.

lastly, how many seconds should i allow before the picture changes?
