Flash graphics after installing XP2

I am updating my website and am thinking of using a template that includes
flash (swf) graphics to add a little spice. But I see that SP2 blocks
certain flash files from running. Would Internet Explorer automatically
block flash graphics from running after installing SP2?
 
It'd block the flash player from automatically installing.
If you want to allow for the installation of the flash player, you'll need
to hit the appropritate prompts when the flash player does attempt to
install.
 
What do you do if you don't even get the prompts? I have tried to download
it, the computer makes noise, but I get no prompts or anything.
