SWISH....easy to use and it's only around 50 bucks, but they have a free trial.

great little program that cost only $99.95. The program
is called-- SwishMax. It's easy to learn and it outputs
flash files in swf file format.

No, I'm not a reseller. I used to use the program before
I switch to Flash Professional 2004.
