Flash doesn't work with non-admin accounts

Quite easy to describe the problem:

On this machine (XP SP2, IE6, all patches installed, newest flash installed)
flash works only with Administrator accounts, it doesn't work with user
accounts. I get an "you need install flash 8" error if I try to view flash
sites under an user account.

Flash 8 works without problems in Opera and Firefox though. Even under user
accounts.
