Flag Reminder Timing

Using Outlook 2003, the Reminder Message for my Flags always pops up 1 hour
before the due by date. Is there a way to adjust this time?

Are you sure your Calendar time zone settings are correct? Click
Tools>Options>Calendar Options>Time Zone. Check or uncheck the daylight
savings box as required.

That was my first guess, but the reminder time is set to 15 minutes. It does
15 minutes for Appts and Meetings. But, for Flags, it's always an hour.
