Fixed SYSVOL now no group policy

If I try to open/add or edit the group policy on my Domain Controller I get
the error below. I can see the list and can add to the list IE I can add a
new domain policy. or delete but if I try to open it I get the error below.

Failed to open group policy object. You may not have appropriate rights.

Details: the system cannot find the path specified

Where can I find the path specified??
I am logged on as Administrator
I have full rights to the files in C:\admfiles\win....\*.adm
I copied the adm files to the sysvol share or more correctly to the
C:|winnt\sysvol\sysvol\coffs.com.au\adm\*.adm and checked permissions (
Administrators and System have full access USER has READ) I ran gpinventry
on the DC and it COULD NOT connect to the DC (itself) but it COULD
connect to the member servers

Try mapping to the sysvol share
\\coffs.com.au\sysvol and see if you are able to acess that, then can you
navigate down to the specific policy?
If that fails can you get to \\DCname\sysvol ?
From your post you said you had permissions to the adm folder. Each policy
will have an ADM folder under it.
Do you have rights in AD to access this object. Use ADSIedit.msc from the
Support tools to check permissions on the AD objects themselves.
