Fix Outlook's issue with all-day events after a timezone change

I travel a lot and it is very annoying that Outlook is not capable of
displaying all-day events (such as holidays) correctly after changing the
timezone.

Don't change the time zone. :) In response to a similar complaint earlier
today, I'm working on an information page about this. See
http://www.slipstick.com/calendar/timezone.htm for a better understanding
and methods to prevent problems.
