Firewall Problems

I have been having many problems with my computers
firewall. I already read about turning on the ICS
firewall, but the problem is it is off on alll my
networks and many programs still say I have a firewall. I
am also trying to receive incoming TCP connections and
that is not working because of the firewall. If anyone
knows how I can fix any of these problems, please let me
know.
 
How do you get Internet access from this computer?
Have you ever installed a firewall on this machine?
