Firewall inaccessible

My firewall won't turn on. It used to be on, the last time I noticed it on was a couple of months ago. Somehow, it isn't on now, and I've had a slew of viruses appearing (no wonder). I go through the normal way of turning it on (all of the steps outlined here), and it won't let me check the box to turn it on. I tried MicroSoft's online tool to turn it on, and it kept bouncing back to the "we notice your firewall isn't on." Help. I have McAfee's firewall that I can install if I can't get this going, so it's not the end of the world, it just annoys me that it's down and I have no idea why.

In admin tools>services bring up the properties of the firewal (ICF) and click the dependantcies tab.Are all of the other services that the firewall depends on also running?
