Firewall Default to "OFF"?

Why is the Windows XP Firewall Defaulted to "OFF"? It
would have really helped me get on the net as I was
putting a new Dell comp together and needed to run the
windows updates and virus definitions. Now I'm working on
removing the Blaster worm.
 
You should contact Dell support and ask them your question.
Using a conventional retail copy of Windows XP, the Firewall
is enabled by default.

Well, my last "clean install" of XP Pro on a new hard drive
had XP's firewall enabled when I checked my internet connection.
I used a Win Pro CD w/SP1 integrated. Are you sure a Win XP
CD w/SP1 does not enable the firewall by default....mind did!

Not on my install, XP pro slipstreamed with SP1. I concur with Larry.
