Firewall blocks outbound traffic even if outbound rule exists

Much as though all this talk is nice - to get back to the Ops
question:
Got the same prob on a clean install and I'm buggered if I can figure
out the solution to it.
Fairly bog-standard Private Network Setup with Network Discovery
enabled.
OutBound set to block all except "excepted".
All remaining active rules are set to default vals with just the one
Outbound addition for IE7 (accepting all defaults).
I know a few others who've suffered from this - but that doesn't help.
I'll try reinstalling when/if I get time. Just to let you know you
ain't alone.

Ok - just to tidy this thread up - and seeing as I've managed to
allocate the time to look into it - turns out it was an issues with a
third-party virus scanner - Avast.
For those interested (and for hstorical reference ! ) needed to add
another OutBound rule for the Avast Web Shield - ashWebSv.exe.
