Filters Not Working Entirely

Greetings. My network uses Exchange 2003 Server. In order to filter
out some of the Spam that sneaks through, I am trying to use Outlook's
Rules and Alerts to filter these e-mails to the Deleted Items or Junk
E-mail. Currently I have it so that for every e-mail that comes to me,
they are to be moved to the Deleted Items folder except for e-mails
from people on my Global Address List (they are individually
recognized). By doing this, I envision all e-mails being delivered to
the Deleted Items folder except for those I have listed, and those
listed e-mail addresses should have their e-mail remain in the Inbox.
Unfortunately they all get sent to the Deleted Items folder.
Previously I had them in the Junk E-mail folder, but that did the same
thing - all e-mails went to Junk E-mail and stayed there.

Simply put, I want only the e-mails from people in my Global Address
List to be in my Inbox, and everything else needs to go to the Junk
E-mail or Deleted Items folders. Whatever works for folks on my Global
Address List I will also make a similar rule and alert for those
additional people in my Contacts.

You said you're using Exchange 2003, but what version of Outlook? Outlook
2003's Junk Mail filter should be able to do this without you creating any
rules at all.

I am using Outlook 2003 as well. I thought about that, but I am not
familiar with the built-in features. So Outlook 2003 should do what I
want automatically? Thank you for such a quick follow-up!

Yes. I find its junk mail filter to be fairly accurate. I do get false
positives on occasion, but I find them easy to handle.
