Filtering the Todo bar

Is it possible to create a filter to show any uncompleted items, and items
completed in the past week at the same time? I can't seem to figure out how,
if it is possible.

Yes, right click on the row of field names and choose customize to customize
the filter.

For this filter, try adding 'flag completed date on or after 1 week ago' and
'date completed on or after 1 week ago' while keeping the two default rules.
This will give you 4 rules, 2 for each field and those 2 will be or'd
together - the filter will read:

flag completed date on or after 1 week ago or does not exist
and
date completed on or after 1 week ago or does not exist
