Filtering based on Attachment Name

I would like to be able to delete email messages if they contain an
attachment with a certain name. This doesn't seem to be an option in the
rules wizard. Is there a way to do this within Outlook or with a plug-in or
3rd party add-on? TIA.

No, Outlook cannot do this natively - search google.com for attachment
filtering software.
