Fillable .pdfs posted to web using Frontpage

I have a fillable .pdf. Outside of Frontpage, it works as expected and does
not save the info typed into the fillable fields. When the .pdf is posted
to our web site using FrontPage, then the fillable .pdf starts automatically
holding or saving information typed into the form. Even if the user does
not affirmatively save the changes, it still changes them. Only a problem
once the document is loaded using Frontpage. Any suggestions?

What's the URL for the page?
Can't see how this would happen, unless it's saving it to a tmp file on the user's machine.
