Fill-down vs copy/paste on protected sheets?

I find that on protected sheets with ranges enabled for editing, fill-down
behaves differently from copy and paste. Fill-down is not allowed if the
top row contains formulas or blank cells. Copy and paste always works. Is
there a reason for this?


Alternatively, is there a way to prevent users from inserting or deleting
cells, while allowing all other editing features?
 
When I tried this in xl2002, it seemed to work ok for me--for both constants and
formulas. (Even filling down blanks worked ok.)

Did you select the range to be filled?

And you are writing about Edit|Fill|Down, right?
