Files will not delete from Recycle Bin

I have 2 .psd (Photoshop) files that will not delete from my Recycle Bin.
One is titled TEST.psd and the other Untitled5.psd. When trying to remove
them from the recycle bin, I get the message, "Dk8 (or Dq15) is in use by
another person or program and cannot be deleted." Also, these files have the
archive attribute turned on. Nothing I have tried to do will give me access
to these files. Any help would be appreciated.

Could be in use by explorer.exe (it is the Windows desktop). Have you
tried rebooting and then deleting? You can open Task Manager, kill
explorer.exe (all of them), and use File -> New Task to load a new
instance of explorer.exe to get back the desktop and then try the
delete.
