Upgrade to SP2 then finish the transfer.

Are you trying to use the Files & Settings Transfer Wizard to
transfer files from your SP2 to an SP1 machine? I may be wrong, but
I don't think it will transfer backwards. Hopefully someone else can
jump in am correct me if I am wrong.

It won't do either way.

Seems you have to have equal SP levels when going XP to XP - at least
between SP1 and SP2. In other words, if you use FAST to export in SP1, you
have to be SP1 level on the new XP machine - not SP2. And if you use FAST
to export in SP2, you have to be SP2 level on the new XP machine.
