Files & Settings Trasfer Wizard Not Working

Had to replace my hard drive. Only had a backup of my settings from 2006 so
I tried to install it. Came up with an error saying the FSTW was old and
need to use WinXP-Pro+SP2 disk to do a back up. Can't do this since my old
drive is unreadable. What can I do to get my original settings installed on
my new drive?
 
Replacing the hard drive and not having a workable backup solution means you
start all over and install everything from the beginning.
 
No. I had a backup of drive but it did not contain the setting backup. So
any other solution to getting the FSTW to work with the old settings backup?
