files in use, can I copy?

Just wondered if it were possible to somehow get XP to allow me to copy
files like ntuser that are in use at the time. I'm not interested in
actually using them, I just want to be able to copy the folders and not
worry if files may or may not be in use there. Copying stops when it
encounters one.
