"files in this web page are not in the expected location"

I created a custom signature but get this error every time I open the
message:
"files in this web page are not in the expected location" Click Yes if you
trust....

Click Yes and everything works fine.

This is Outlook 2007.

Do I need to specify anything in the XML or in the header to get it to not
give me this error?
